Probably best assume it's a '63 like you're doing.

I have the photo by the duck pond in my tattered copy of "The Best of Hot Rod". According to that it was featured in the Nov. '64 issue of HRM. It's described as "Tony Rivera's '64 Corvette Sting Ray".

edit - a bit more Googling says it was actually a '63 that he modified.
